You can try increasing the tolerance a bit more.
Also, if you can set the postprocessing level for turbomachinery to a higher level, you might get postprocessing error information (not sure it is not limited to the first time step, but you can try).

We are facing the same problem : we launched transient simulations restarting from frozen rotor cases and during the calculation (sometimes after 1600 time steps, sometimes after 6 time steps) the job is aborted with the following message.
We've tried to change the joining functions from 0.1 to 0.2 and nothing changed.
We never faced this kind of error using the frozen rotor and we are wondering if it could come from the transient model or from the restart ?

Next time, please post a full listing or a significant portion thereof as a text file, not as a screenshot of a single erro message without the previous history, unless you really want to make it difficult to help you.
This is probably due to the transient model (as you have a joining at each time step for different positions, it is more sensitive to mesh quality issues). You may try to increase the turbomachinery joining tolerance slightly (but not too much) to avoid this.
