I'm trying to activate the "Particles boundary conditions" by choosing it in the tree menu, but no options/ input fields available:

Version 4.0.5 for Windows has been generated recently, so I can post it to this web site next Monday (not before, I am out of office and don't have access to the network directory on which it was placed)...
If you run the code and its GUI from a terminal, you may get error messages helping determine if it is a bug or not.
For some GUI bugs (mostly fixed in more recent versions, but some may remain), visiting pages in a different order might help...

I have not uploaded the update yet, but I checked the error, and it is not specific to a build.
It seems that currently, free inlet-oulet conditions are not handled by the Lagrangian model (they are a bit tricky, as they can be either inlet or outlet depending on the flow conditions).
This probably requires a change to the Lagrangian boundary conditions, so we'll try to add that (but we first have to think about how to do it properly). We may be able to do it by 5.0, but probably won't backport it to 4.0, as it may be risky. For 4.0, we'll have to try to provide a warning in the GUI when you try this...
If you use either inlet or outlet conditions, but no free inlet-outlet conditions, you should have a working GUI.
