I think that you want to scale the geometry in the "z" direction. You can use the filter "Transform" for that.

Hello, I run your script and did the check mesh in CS 4.0.2 and get 0% of bad cells with the offset criterion and 2% (21000 cells) of bad cells with Least-Squares Gradient criterion over 1.33 Mcells.
